RDC-X Regional Development Forum Presents
2010 Accomplishments and Priority Action Areas
More than a hundred participants representing the government agencies, local government units, private sector/non-government organizations, state universities and colleges/higher education institutions and the media attended the Regional Development Forum on July 21, 2011 in Cagayan de Oro City.
RDC-X Chair and Iligan City Mayor Lawrence Ll. Cruz welcomed the participants saying that the activity is hoped to synchronize and harmonize national and local resources to achieve the region’s desired development scenario. NEDA-10 Regional Director Leon M. Dacanay, Jr. presented highlights of the Regional Development Plan, 2011-2016, and the region’s major challenges. The plan is consistent with President Aquino’s commitments as contained in his Social Contract, such as on following the “matuwid na landas,” shared rapid growth or inclusive growth, and responsible harnessing of natural resources.
The Chairpersons of the RDC-X sectoral committees presented the accomplishment of their respective sectors in 2010: Tangub City Mayor Philip T. Tan on the performance of the Macro economy and Development Administration; Valencia City Mayor Leandro Jose H. Catarata on Economic Development; Mambajao Mayor Ma. Luisa F. Romualdo on Social Development; and Dr. Modesto C. Babaylan on the Infrastructure/Utilities Development. “The Regional Development Report (RDR) serves as a benchmark on how we should grow until 2016,” Director Dacanay said.
Highlights of the region’s 2010 performance included the following: Region X remains the biggest economy in Mindanao; poverty incidence has increased, although at lower rates compared to previous years; investments increased by 44%; export values tremendously increased by 79%, with coco-based products topping the list of the region’s export commodities.
Discussion in the open forum raised the importance of emphasizing disaster-risk reduction aside from poverty as a major concern. It was suggested that the role of higher education in promoting innovation and research should likewise be highlighted.
In closing, RDC-X Co-Chair, Mr. Arsenio L. Sebastian III urged everyone to include the priority action areas in their respective work and investment programs to ensure that resources are allocated and activities carried out.

Networked and Connected - The CDO BOSS
Top officials of the United States Agency for International Development (USAID) are expected to visit Cagayan de Oro City on Thursday, May 26, 2011, to lead the Connectivity Launching of Cagayan de Oro City’s Business One-Stop Shop (BOSS) at 1:30 p.m. in City Hall.
Gracing the event are USAID Chief of the Office of Economic Development and Governance (OEDG) Danielle Miller and Mr. Alid Camara of the USAID-funded Local Implementation of National Competitiveness for Economic Growth (LINC-EG Project) and party, according to City Treasurer Lino D. Daral.
The establishment of the one-stop business permitting center is part of the component package under the LINC-EG Project, in partnership with Promote CdeO Foundation and the Department of Trade and Industry-Misamis Oriental (DTI).
LINC-EG is geared towards streamlining the local government unit’s business permitting and licensing operations through connectivity of computer networks among key offices at City Hall.
With this new computer networking technology, the main processing center at City Hall can now access or verify applicant’s compliance of the prerequisite licensing requirements on zoning, fire, health and building safety from offices outside City Hall such as City Health Office, City Building Office and City Fire Department.
Daral said the updated business permit computerization program is expected to enhance the city government’s efficiency on local revenue generation as the computer connectivity in business permit application would ensure fast and hassle-free issuance of permits and licenses.
A run-thru of the new application and a press conference will wrap-up the launching and close out ceremony.
